As many corporate credit unions go through the painful process of reorganization and recapitalization, the leaders of natural person CUs are mostly in watchful waiting mode. They aren't cutting ties to their corporate yet, but they are checking out alternatives for the liquidity, investment and operational services they happily used from their corporate before the economic crisis exposed the corporate system's financial weaknesses. For most of its more than 70-year history, the Federal Home Loan Bank of Dallas has operated behind the scenes. Created by Congress in 1932, its primary mission has been to improve the supply of funds to local lenders for home mortgages. A unique facet of the bank is its affordable housing and community development programs. By congressional mandate, 10% of the bank's profits each year are returned to the communities it serve through its members in the form of Affordable Housing Program grants. Last year, $4.2 million in AHP grants were awarded in Texas to help fund construction or rehabilitation of more than 1,350 units.

The future of the Federal Home Loan Bank of Chicago will not include a merger with the Dallas home loan bank, nor will it include leadership from J. Mikesell Thomas, who had been the Chicago bank's president and CEO since August 2004. Regulatory filings by the bank state it does not expect to pay dividends in 2008 since it expects to incur losses in the first quarter and beyond.
The bank, which is operating under a consent cease and desist order from the Federal Housing Finance Board, announced April 7 that it has terminated its merger discussions with the Federal Home Loan Bank of Dallas. The Chicago bank also announced April 7 that its president and CEO, Mike Thomas would leave the bank April 11.
