This article uses learning network theory as a foundation upon which the assistance and barriers minority and women entrepreneurs face when attempting to contract with the federal government may be studied. The public policy programs analyzed for this study were the SBA's 8(a) program and the Department of Defense's Procurement Technical Assistance Program (PTAC). The methodology utilized was an in-depth analysis of government contracting experiences in two states, Missouri and Kansas, in the greater Kansas City area via formalized interviews and government data. Research results revealed strong responses to the 8(a) program and its overall effectiveness. The Office of Natural Resources Revenue (ONRR) is promulgating regulations to establish procedures governing collection of delinquent royalties, rentals, bonuses, and other amounts due under leases and other agreements for the production of oil, natural gas, coal, geothermal energy, other minerals, and renewable energy from Federal lands onshore, Indian tribal and allotted lands, and the Outer Continental Shelf. The regulations include provisions for administrative offset and clarify and implement the provisions of the Debt Collection Act of 1982 (DCA) and the Debt Collection Improvement Act of 1996 (DCIA).

MINNEAPOLIS - The federal government has spent millions of dollars to help farmers nationwide buy greenhouse-like structures called high tunnels that can add valuable weeks and even months to their growing seasons by protecting produce from chilly temperatures. About $13 million has gone to more than 2,400 farmers in 43 states to help pay for the low-tech tunnels that look like a cross between Quonset huts and conventional greenhouses. The structures, also known as hoop houses, have been particularly beneficial in the north, where they allow farmers to plant as much as four weeks early and keep growing later in the fall.
