Silly me. Ever since the initial Hurricane Katrina-response fiasco, I've assumed President Bush's people at the Homeland Security Department, and the Homeland Security Department's people running the Federal Emergency Management Agency were getting better at their jobs. After all, as some wit once said, if you don't learn from your mistakes, what's the point in making them?
