The Federal Emergency Management Agency is preparing a new flood insurance rate map for Portland Harbor that would effectively prohibit new construction on all the city's private and public piers and also limit the reconstruction of existing buildings. City officials say the map would devastate the city's working waterfront and kill even scaled-down plans to redevelop the Maine State Pier. They are working with Maine's congressional delegation to postpone the release of the new map until they have a chance to challenge the data and methodology.
Columbia County in partnership with Georgia Department of Natural Resources (DNR), and Federal Emergency Management Agency (FEMA) have completed an enhanced Digital Flood Insurance Rate Map (DFIRM) and Flood Insurance Study (FIS) for Columbia County, including the cities of Grovetown and Harlem. Pursuant to the Flood Disaster Protection Act of 1973, the Federal Emergency Management Agency (FEMA), via the Federal Insurance Administrator, must publish flood elevation determinations for comment in the Federal Register. Currently, FEMA publishes base flood elevation (BFE) determinations for Flood Insurance Studies (FISs, also referred to as flood studies) as proposed and final rules, and Letters of Map Revision (LOMRs) that include changes to the technical content of a Flood Insurance Rate Map (FIRM) or FIS as interim and final rules.
