This rule amends the FAA's existing flight, duty and rest regulations applicable to certificate holders and their flightcrew members operating under the domestic, flag, and supplemental operations rules. The rule recognizes the universality of factors that lead to fatigue in most individuals and regulates these factors to ensure that flightcrew members in passenger operations do not accumulate dangerous amounts of fatigue. Fatigue threatens aviation safety because it increases the risk of pilot error that could lead to an accident. This risk is heightened in passenger operations because of the additional number of potentially impacted individuals. LOUISVILLE, Ky. - An aviation maintenance program at a high school in Louisville has been temporarily suspended after a Federal Aviation Administration inspection found record-keeping problems. The program coordinator for the aviation maintenance program at the Academy at Shawnee has been removed, according to a spokeswoman for the Jefferson Community and Technical College. The community college jointly manages the course of study at the high school along with Jefferson County Public Schools.
Lisa Brosky, a spokeswoman for the college, told The Courier- Journal they voluntarily suspended the program after the FAA found that faculty were forgetting to sign forms, students were not signing in and out of classes and students were using the wrong forms to document their course work.

WASHINGTON - A partisan stalemate that has partially shut down the Federal Aviation Administration will continue into September, stopping airport construction projects and depriving federal coffers of potentially more than $1 billion in uncollected ticket taxes, after congressional attempts to reach deal fell through Tuesday.
Senate Majority Leader Harry Reid, D-Nev., initially said he would be willing to accept a House Republican bill to restore the FAA's operating authority even though it contained cuts in subsidies for rural air service that some Democrats oppose. But he later reversed course after a possible deal with the House GOP fell through.
