The caller, who said he was from the Family Policy Institute of Washington, told him, "Our records indicate that you're not yet registered to vote in Washington," then advised him to go to the institute's Web site, where he could register online. Neff called the Clark County elections office, which confirmed what he already knew: he had been registered to vote in the county since 1988.
OLYMPIA, Wash. - The last time same-sex marriage was debated in the Washington state Legislature, lawmakers voted to ban it.
