Group homes for recovering substance abusers should be allowed in single-family residential areas. The Fair Housing Amendments Act of 1988 protects recovering substance abusers from housing discrimination, which should prohibit use of zoning laws to exclude group homes from residential areas, but the measure has not been adequately enforced in the courts. Such group homes have been effective in treating substance abuse, and the general welfare would be promoted by supporting efforts toward recovery of drug addicts and alcoholics.

But I really believe that local government is the key place to make changes right now," explains Weisz, who credits (former supervisor) Harry Moore with helping steer her to where she is today. Todd Tatum is a third-generation builder whose family has built much of the High Desert over the past 60 years. His grandfather, Clyde Tatum, started things rolling in the post-World War II era when he built 3,000 homes for the airmen and their families who would staff George Air Force Base.
His father, Jim Tatum, came to the company in 1960 when the Tatums' biggest project, Greentree, was in full swing. Although Clyde Tatum died in 1996, Jim and his wife, Madeline, are still running the family enterprise, now called American Housing Group.

November was a slow month for new construction contracts in Pittsburgh; 185 permits valued at $17.4 million were issued. That brought the total for the year to $595.5 million, according to the Bureau of Building Inspection. A year ago in November, 141 permits valued at $34.2 million were issued, due in part to $13 million for the foundation at the Bakery Square project and $8.3 million for a 54-unit, four-story building at 5801 Penn Ave., both in East Liberty, bringing totals for that year to $925.38 million.
