JACKSON - A legislative watchdog agency is recommending Mississippi accept new proposals from companies interested in overseeing a children's health care program when a contract with Blue Cross and Blue Shield of Mississippi ends in 2009.
The recommendation was made public Monday in a Legislature's Performance Evaluation and Expenditure Review Committee report on the administration of the Children's Health Insurance Program, also called CHIP.

JACKSON - A legislative watchdog committee says salary boosts given to Mississippi university employees should be approved by the College Board.
The report, issued Monday by the Performance Evaluation and Expenditure Review Committee, does not accuse the state's universities or their foundations of misconduct. But the committee said concerns have been raised over the transfer of money between foundations, overlapping board memberships and contracting practices.

JACKSON - A legislative watchdog committee says the Mississippi Department of Mental Health should begin long-range planning to offer more community-based services as alternatives to hospitalization.
The report, issued Friday by the Performance Evaluation and Expenditure Review Committee, said MDMH has increased spending for community-based centers, but the state continues to focus on institution-based services. That's in contrast to the national trend, the report said.

JACKSON - The state's public universities, community colleges and state agencies should be banned from using tax dollars to hire lobbyists, a legislative watchdog group recommends in a new report.
The concern is that state entities are using taxpayers' money to lobby when that entity's managers have the expert knowledge to respond to any information needs that the Legislature might have," according to the report from PEER, the Joint Legislative Committee on Performance Evaluation and Expenditure Review.

The Joint Legislative Committee on Performance Evaluation and Expenditure Review, or PEER, publicly released its report last week based on its investigation of allegations the foundation operated in secrecy, among other claims made by three alumnae.
