WILMINGTON -- Officials on Tuesday applauded an aircraft maintenance company's plan to create 259 new jobs within 18 months, but acknowledged those jobs do not make up for the loss of more than 8,000 when DHL closed its U.S. freight hub near here.
Airborne Maintenance & Engineering Services Inc., an aircraft repair and maintenance company that is the dominant employer at Wilmington Air Park, is to add the jobs by early 2013, said Joe Hete, president and chief executive officer of Air Transport Services Group Inc., the maintenance company's parent firm. The jobs will materialize when the company builds a $15 million repair and maintenance hangar next to its existing, similarly sized 100,000- square-foot hangar, company officials said.

The Court of Federal Claims (COFC) determined that a protest timely filed with the Government Accountability Office (GAO) does not ensure that a protestor qualifies as an interested party in a subsequent protest to the COFC.1 The COFC exercises jurisdiction over protests under the Tucker Act, as amended by the Administrative Dispute Resolution Act (ADRA) of 1996.2 The Tucker Act grants the COFC power to: [R]ender judgment on an action by an interested party objecting to a solicitation by a Federal agency for bids or proposals for a proposed contract or to a proposed award or the award of a contract or any alleged violation of statute or regulation in connection with a procurement or a proposed procurement.3 An "interested party" is defined as "an actual or prospective bidder or offeror"...

In a surprise move that supporters said would eliminate the potential for disruptions in bus service, the Milwaukee County Board voted Thursday for a one-year management contract extension with the transit company.
Supervisors voted 14-5 to send the resolution to County Executive Scott Walker, whose administration is in difficult negotiations with Milwaukee Transport Services Inc. The contract expires Dec. 31. The company's two top managers abruptly announced their retirements last week, saying the county's demands for tighter financial oversight of bus operations would compromise the company's independence.
