Various potential problems that can emerge in a scandal-weakened presidency are analyzed. These problems arise as consequences of foreign perceptions, distortions of US policy-making, presidential distraction and executive-legislative relations. The actions taken by the administrations of Richard Nixon and Bill Clinton in addressing these crises are compared, in particular, the domestic crises involving the Watergate scandal and Clinton's sexual affair with Monica Lewinsky.

Given the preoccupation with democratic survival and what was considered to be undeniable evidence that parliamentary institutions extended it, reflection on how to reform presidential systems has been characterized by one of two approaches: either the system should be abandoned and replaced with what was proved to work well, that is, parliamentarism; or, given that presidentialism would remain the form of government, specific features of the political system should be reformed in such a way as to circumvent the system's basic flaws. There is nothing intrinsically wrong with presidential constitutions and that presidential constitutions are unlikely to be replaced through democratic means, it was suggested that people could look at possible reforms with a new perspective -- one that see...

This paper develops a multiple-item scale for measuring public relations strategies, i.e., the Public Relations Strategy Assessment (PRSA). In this study, Chinese culture was considered and incorporated into scale development. After a discussion of the conceptualization and operationalization of the dimensions of public relations strategies, three survey data sets are used for scale development, including (1) legislators and their assistants from the Legislative Yuan, (2) congressional liaisons from the Executive Yuan, and (3) public relations practitioners from Taiwan's top-500 companies and PR agencies in Taiwan. Moreover, two long-interview data sets that consist of a total of thirty-two in-person long interviews were incorporated. Evidence of the scale's reliability, factor structur...

The outcome of Bolivia's presidential election last December was stunning, because Evo Morales would become the country's first indigenous president. While Morales presidency will certainly pose several challenges to the United States, putting the election in its historical context suggest that Morales's ascendance represent opportunities as well as challenges, both of which the US government must keep in mind as it promotes democratic consolidation and broad-based economic development in Bolivia.
