  • A federal jury this week ordered a pair of Dubuque police officers to pay a woman with cerebral palsy $68,000 for using excessive force while arresting her in 2003. But the hefty judgment appears to have been short-lived. Less than 24 hours after the jury returned its verdict in favor of 30-year-old Carrie A. Bills, who has cerebral pal-sy, attorneys on Thursday reached a settlement that would make the judgment nonexistent.
