  • The helm of Naval Support Activity Mid-South changed hands Thursday as Capt. Doug McGowen handed over command to Capt. Stephen Fimple. The formal change-of-command ceremony took place in front of the NSA Mid-South headquarters building . McGowen has been commanding officer of NSA Mid-South since August 2009. Under his leadership, the base responded to the May 1, 2010, floods that left the base under an average of 4 feet of water. The quick response of his team ensured a smooth evacuation of the base population with no deaths or serious injuries. The base saw the threat of flooding again in May 2011, and McGowen's leadership once again ensured no injuries or loss of life.

  • Birmingham Hospital stands as a ghost town today - echoing corridors without an echo, bare or disheveled wards, beds collapsed and other mute evidence that the Veterans Administration has carried out the President's directive to a fare-thee-well, with the whole kit and kaboodle moved to Long Beach. The last patient was taken from Birmingham to the new Long Beach V.A. Hospital Friday. He was Eugene Roehlin, 42, a polio patient confined to an iron-lung for the past 22 months ... Roehlin followed 11 critically ill patients who had been removed to Long Beach on Thursday, together with the total patient population, and thus the mass evacuation of Birmingham was complete.

  • When the nation was bombarded with images of unsanitary and crowded conditions in the Superdome and elsewhere, [Michael Chertoff] and FEMA head Michael Brown were super concerned that all federal efforts be coordinated with municipal and state officials, even if their offices were now underwater. [Spike Lee]'s piece explores the duplicity of Michael Brown, who claimed not to know that there were 50,000 evacuees in the Superdome. Lee shows a clip of CNN anchor Soledad O'Brien who exclaimed, "What he said was not matching the pictures." O'Brien continued, "At one point I said, 'How can we have better intel than you have? Because I have a research file prepared by my 23-year-old research assistant, a production assistant, and I am getting better intelligence than you're getting. How is tha...

  • ATLANTA - Georgia lacks enough buses, ambulances and air assets for a large-scale evacuation of the state's special-needs population in the event of a major hurricane or other disaster, according to a state report filed with federal officials and obtained by The Associated Press. The report says that, overall, Georgia is well-prepared to handle a hurricane or other catastrophic event.

  • No one wants to see local, state and federal officers at cross purposes as they work to save who and what are left in New Orleans. But that's what appeared to be happening yesterday. The answer to the question of who's in charge at this late date leaves all three levels of government at fault, and the mayor seems to be the chief instigator, issuing orders that city workers refuse to follow. Late Tuesday night, Mayor C. Ray Nagin ordered the immediate evacuation of the remaining population of New Orleans, but his Police Department told him they couldn't, not yet. "If I pull my people out to do mandatory evacuations, a lot of people will die," Police Superintendent Eddie Compass told CNN yesterday afternoon. A deputy said the forced evacuation would begin "in the next couple of days," pre...

  • Federal border agents would not impede a hurricane evacuation from south Texas by checking fleeing residents' documents, Ronald Vitiello , chief of the Border Patrol's Rio Grande Valley Sector, said in a letter Wednesday. He was echoing comments made Tuesday by Homeland Security Secretary Michael Chertoff. Our primary role in such events will be the safeguarding of life. No enforcement role will be undertaken that will in any way impede the safe and orderly evacuation of any member of the south Texas population.

  • NEW YORK - It's coming, with skyscraper-rattling winds and a 30- foot storm surge that threatens to submerge Wall Street, flood the subways and turn Coney Island into a water park. And when it arrives, more than 3 million New York City residents - more than six times the population of New Orleans - could face evacuation from a city swamped by its first major hurricane since 1938. A killer storm in the nation's largest city, with flooding in all five boroughs, inaccessible highways and airports, and enormous traffic jams, would require an unprecedented response. After the summer of Katrina and Rita, New Yorkers are wondering if the city can handle the challenge.
