WASHINGTON -- The Senate Wednesday gave final congressional approval to historic intelligence reform legislation based on the recommendations of the 9/11 Commission, sending the bill to President Bush for his expected signature. The bill, originally co- authored by U.S. Sen. Joseph I. Lieberman, D-Conn., passed the Senate 89-2, after sailing to passage in the House Tuesday night. The bill would enact the largest reform of the U.S. intelligence community since the establishment of the CIA in 1947, placing all intelligence agencies -- civilian and military -- under the responsibility of a Cabinet-level director of national intelligence.
