The Constitution requires that the president "from time to time give to Congress information of the State of the Union and recommend to their Consideration such measures as he shall judge necessary and expedient." Sept. 17 was Constitution Day. At 224 years old, our Constitution is the oldest one that still governs a sovereign people. Guided by the Declaration of Independence, 55 delegates (51 of them Christian) convened in Philadelphia to form a "more perfect union" and a Constitution that affirms our "unalienable rights. Our new government was to establish justice, keep the peace, provide for the common defense, promote (not provide) the general welfare, and secure liberty.
