John P. Noble, an attorney who played a key role in the expansion of the Erie County Water Authority, died Sunday in his Buffalo home after a long illness. He was 86.
Mr. Noble was an assistant counsel and later chief counsel to the Water Authority for 30 years, earning statewide recognition for his expertise in the sale of municipal bonds and his skills as a labor negotiator.
