In 2008, Minnesota voters approved a similar constitutional amendment, 56 to 44 percent, that increased sales taxes by three-eighths of 1 percent to fund environmental initiatives and arts activities. The ballot measure was advanced by the Democratically-controlled Legislature, which could point to the voters for having raised sales tax.
