Tax incentives that promoted development of wetlands and other natural resources have been removed from the tax code, but US tax policy still does not promote environmental protection and clean-up as much as it should. Conversion of wetlands expenses are no longer tax-favored, and the end of real property accelerated depreciation reduced incentives to develop land. The IRS treats most remedial measures as improvements that must be capitalized. Providing expanded current deductions for environmental clean-up would encourage businesses to engage in such socially beneficial activities.

These two experiments compare perceptions of local, national, and Internet news articles on two U.S. environmental policy issues: oil drilling in the Arctic National Wildlife Refuge and ratification of the Kyoto treaty on global warming. Of interest were the potential effects of perceived article reach and slant on estimates of public support for different policy alternatives. While perceived slant proved to be a fairly robust predictor of public opinion estimates, support for an effect of perceived reach was mixed. Deconstructing perceived media reach into access and exposure assumptions should produce an opinion inference model that is more sensitive to the differing influences of local, national, and Internet news as consumption patterns evolve.

WASHINGTON - Weary after a year of partisan bickering, lawmakers reached a tentative agreement Monday on a sprawling $1 trillion- plus spending bill that chips away at military and environmental spending but denies conservatives many of the policy changes they wanted on social issues, government regulations and health care.
Environmentalists succeeded in stopping industry forces from blocking new clean air regulations and a new clean water regulation opposed by mountaintop removal mining interests. But anti-Castro lawmakers appeared likely to win concessions that would weaken administration efforts to ease restrictions on Cuban immigrants on travel to the island and sending cash back to family members there.
