  • Bikers will have something to celebrate at todays Motorcycle Mountain Jam in Clark County: Gov. Chris Gregoire has signed into law a bill that outlaws profiling of motorcyclists by state troopers and local law enforcement officers. Engrossed Senate Bill 5242, which prohibits singling out bikers for police stops without a legitimate reason, passed both legislative chambers unanimously and was signed by the governor Wednesday.

  • With a rare unanimous backing by legislators of both parties, Gov. Chris Gregoire is seeking more flexibility in managing the state-federal health program for low-income people. The governor is in Washington, D.C., this week, and high on her to-do list is requesting a waiver from the federal Health and Human Services Department on administering Medicaid, an equal partnership of federal and state governments. Engrossed Substitute Senate Bill 5596 drew not one negative vote in either chamber of the Legislature. Its easy to see why. Among its provisions is requesting the waiver that would allow the state to save money without jeopardizing health care for low-income people. Gregoire and legislators believe this can be done by breaking free from the shackles of myriad federal mandates. The p...

  • A school reform measure passed by the 2009 Legislature just might turn out to be the most important bill no one has heard of. It will cost the state billions, theres no plan yet to pay for it, and it wont be fully implemented until 2018. But eventually, Engrossed Senate House Bill 2261 could affect every Washington student, teacher and public school.

  • Article II, section 19 of the Washington State Constitution provides that no bill shall embrace more than one subject, and that shall be expressed in the title. This provision contains two rules. First, an act violates the single-subject rule if it has a general title and its provisions lack rational unity, or if it has a restrictive title and contains provisions not fairly within the scope of that title. Second, an act violates the subject-in-title rule if the plain language of its title does not indicate the scope and purpose of the bill to an inquiring mind, or if it does not give notice to parties whose rights and liabilities are affected by the legislation. During the 2005 legislative session, the Washington State Legislature enacted Engrossed Substitute Senate Bill 5395, AN ACT Re...

  • The Defense of Marriage Act, or DOMA, was approved by the Legislature in 1998, vetoed by then-Gov. Gary Locke and overridden by a two-thirds bipartisan vote in both chambers, making same-sex marriage illegal in Washington state. Over the past several years, attempts have been made to blur the line between gay marriage and domestic partnerships, and supporters were finally able to do so in 2009. Engrossed Second Substitute Senate Bill 5688, the "Everything but Marriage" bill, is the subject of Referendum 71.

  • It's hard to believe that there are just about three weeks left in this session. The much dreaded and revered date of Feb. 10, 2009 has come and gone. This date marks what we here in the General Assembly refer to as "Crossover Day." This day is defined as the date that all bills in the House and Senate must move to the opposite Chamber. Those bills that have not successfully made it to passage are left in its perspective chamber never to be addressed again this session. The one and only bill that escapes this fate is the budget bill, HB1600. Every bill we want to be considered for further legislation must have successfully cleared subcommittee and committee levels, made it to the floor of the House or Senate for debate, cleared its first and second reading, been engrossed and clear...

  • The U.S. Forest Service may start a review of roads in the Gifford Pinchot National Forest in 2006 with the possibility of opening more miles to off-highway vehicles. Spurring the potential review is Engrossed House Bill 1003, passed by the state Legislature in April and signed by the governor in May.
