In an interview, Robert Rotberg, director of the Program on Intrastate Conflict and Conflict Resolution at the Kennedy of Government at Harvard University, talked about the challenges in Africa. Sugar, a lifeline export commodity for several Caribbean trade bloc countries and the Dominican Republic has not fared so well in the negotiations. The Europeans have dented Caribbean hopes of increasing its annual sugar export quota by an additional 200,000 tons, drastically slashing its request to a mere 60,000 tons following agreement at talks that ended in Barbados at the weekend.
