A qualitative reordering of power in Asia is challenging strategic stability and reshaping major equations. A new Great Game is under way, centered on building new alliances, ensuring power equilibrium, gaining greater market access and securing a larger share of energy and mineral resources.
From the recent U.S.-India-Japan-Singapore-Australia war games in the Bay of Bengal to the meeting of the Shanghai Cooperation Organization, the ongoing developments are a reminder of that high- stakes game. With the center of gravity in international relations clearly moving toward the Asia-Pacific, this Great Game could indeed determine the future world order.

National Oil Companies (NOCs) are petroleum companies that are all or mostly owned by a government. NOCs, particularly those of China and India, are increasingly acquiring assets outside their own national borders, sometimes with preferential treatment from the host nation's regulatory regime. The Coase Theorem posits that if transaction costs are low enough, it does not matter who is initially allocated licenses in a regulatory process - because the secondary market will reallocate the licenses (if necessary) to companies that can efficiently develop the underlying resources. This articl...

With its profusion of languages, ethnic groups and regional diversities, with its unique caste system, with its contrast between information technology and industry billionaires and the nearly 300 million people who live below the poverty line, with its mixture of Mahatma Gandhi's nonviolent philosophy and outbreaks of savage communal violence, and with its success as a parliamentary democracy despite having 400 million people who cannot read or write, India remains a bewilderingly complex country. A powerful moral leader as well as a wily politician, Gandhi wanted Indians to be proud of their past, to wear Indian rather than foreign dress, to challenge their colonial overlords through peaceful protest and noncooperation and not through violence, and to eliminate discrimination against...
