I was pleased to receive the Energy Information Administration's report today, which includes its "flash estimate" of U.S. carbon dioxide emissions for 2006. The report shows that emissions declined 78 million metric tons over 2005, or 1.3 percent, while our economy grew 3.3 percent.

Recently, we convened representatives of the world's major economies-the largest users of energy and largest producers of greenhouse gas emissions from both developed and developing nations-to discuss a new international approach on energy security and climate change. Our aim is to agree on a detailed contribution for a new global framework in 2008 that would contribute to a global agreement under the United Nations Framework Convention on Climate Change by 2009.

Last fall's Detroit meeting on reducing carbon emissions was timely as Congress is in the process of shaping carbon emission proposals and the media is highlighting carbon-related issues. After years of inactivity on this issue, the US may finally be poised to regulate so-called greenhouse gases (GHGs). Carbon dioxide (CO2) is the major source of such GHG emissions, making up 75% to 80% of the total volume. Howard Gruenspecht, US DOE, Energy Information Administration (EIA), provided a GHG policy perspective and evaluated bills to limit carbon emissions that have been proposed in Congress. For all of the insistence by President Obama and Secretary of Energy Steven Chu that the "cap and trade" energy tax bill that was narrowly (219 to 213) passed by the House last month would create new jobs, a report by Obama's own Energy Information Administration says quite the opposite, confirming widespread conservative criticism of the measure. Motorist beware. Gas prices will jump 40 cents at the pump by June and peak at a national average of $2.67 for a gallon of regular unleaded, according to a government report released late Tuesday.
