WASHINGTON - The Bush administration has decided to propose listing the polar bear as threatened under the Endangered Species Act, putting the U.S. government on record as saying that global warming could drive one of the world's most recognizable animals out of existence.
The administration's proposal - which was described by an Interior Department official who spoke on condition of anonymity - stems from the fact that rising temperatures in the Arctic are shrinking the sea ice that polar bears need for hunting. The official spoke on condition of anonymity because the department will submit the proposal Wednesday for publication in the Federal Register, after which it will be subject to public comment for 90 days.

A Bush administration decision on listing polar bears as endangered species and victims of global warming has erupted into a separate battle on Capitol Hill to block oil and gas exploration in order to protect the animals' Arctic hunting grounds.
The administration delayed its January deadline on whether to list the bears, but is moving ahead with a separate move Feb. 6 to issue new permits for oil drilling in the Chukchi Sea, which Democrats and environmentalists say they oppose.

WASHINGTON - Interior Secretary Dirk Kempthorne came with slides, maps and charts. They all showed the dire predicament of the polar bear and the majestic animal's own struggle against global warming.
Arctic sea ice, which is vital to the bear's survival, has been receding at alarming rates, said Kempthorne, pointing to the maps.
