  • WASHINGTON (AP) - The Senate sent President Bush a bill Thursday to make lawmakers pay for private plane rides and disclose more about their efforts to fund pet projects and raise money from lobbyists. Some advocates called it the biggest advance in congressional ethics in decades, but Bush received it coolly. He has "serious concerns" about the measure and has not decided whether to sign it, said White House spokeswoman Emily Lawrimore.

  • According to White House spokeswoman Emily Lawrimore, "President Bush believes we should target criminals who break our laws - not law-abiding citizens who follow the law. This might sound almost right, but the statement suffers from "truthiness." (Truthiness is the current buzzword describing a statement that sounds logical but is misleading.)

  • The White House yesterday said it has hired several lawyers to help with an increasing number of investigations by the Democratic- controlled Congress, some of which the Bush administration calls "fishing expeditions. Obviously, there's been an increase in requests for information, some which we believe to be legitimate, and some which we believe to be unfortunate fishing expeditions," said White House spokeswoman Emily Lawrimore.

  • The report, which was funded by the Ford Foundation and the Elton John AIDS Foundation, says that almost 600,000 Blacks in the U.S. are living with HIV and that up to 30,000 are contracting the virus annually. When adjusted for age, the death rate from AIDS-related causes among Blacks with HIV is two-and-a-half times greater than among HIV-positive Whites. Two percent of Blacks in the U.S. are HIV-positive, according to government estimates, and the report says that only four countries outside Africa have a higher HIV prevalence. If the U.S. Black population were a separate country, it would rank 16th worldwide in the number of people living with HIV, according to the report. Washington, D.C., has the highest HIV prevalence of any jurisdiction in the U.S. of about 5 percent, or one out ...

  • President Obama on Monday will sign the omnibus land conservation bill - yet again breaking his vow to allow five days for public comment before he affixes his signature to legislation. The bill passed the House on Wednesday, but the White House didn't post the measure for comments until Friday, leaving just two weekend days and parts of Friday and Monday for the public to register comments - short of the president's five-day pledge. The bill was posted for only several hours before the White House announced that Mr. Obama would sign it, indicating the president had made up his mind well before many comments could have been submitted.

  • SYDNEY, Australia - Conservative Prime Minister John Howard, one of the Bush administration's staunchest allies, suffered a humiliating election defeat Saturday at the hands of an opposition leader who has vowed to pull troops out of Iraq.
