Community Emergency Response Team helped during tornado

The Allegheny County Sheriff's Department has formed an emergency response team to contain and possibly defuse dangerous situations in the courthouse and elsewhere until city or county SWAT officers arrive.
From my prior experience with the city, I realize how long it takes a SWAT team to muster and get to a location," Sheriff William P. Mullen, a former Pittsburgh policeman, said Friday. "We have deputies here all the time and can be on the scene within a minute or two. That difference may save lives.

Perhaps heeding stark criticism that his first deployment was one of dozens of white, non-Creole or French-speaking cops and firefighters, last Monday, Mayor Michael Bloomberg stood before the latest CERT and waxed lyrical about the 12-member FDNY, OEM and Department of Health and Mental Hygiene team being flown to Port-au-Prince, Haiti, to help build a local CERT program. Bloomberg announced, "This will be the first time New York City has ever taught its CERT program outside of the United States and the first time that such a program has been brought to Haiti.

Westmoreland County jail officials want to reactivate a specially trained guard force that could be deployed to provide protection and interventions during dangerous situations, the warden said Monday.
Warden John Walton told members of the county board that oversees the jail that two guards have recently returned from state training to lead a Crisis Emergency Response Team. The team would include about 24 members who would be specially trained to deal with emergency responses.

EAST HAVEN -- The town is seeking 50 residents along the shoreline and the Farm River to be part of a Community Emergency Response Team, which it will form, train and equip with a $10,109 federal emergency management grant, Mayor Joseph Maturo Jr. said. The team will help protect citizens during major emergencies. "They can be our eyes in the field, gathering information and helping keep their neighbors safe before emergency personnel can arrive," Maturo said.
The team would help police and firefighters -- or, if necessary, take action before they arrive -- in major incidents such as floods or hurricanes, Fire Chief Wayne Sandford said. "Basically their job is to keep themselves and keep their neighbors safe until the police and fire departments arrive.
