Oklahomans who need an ambulance and live in the Tulsa or Oklahoma City metro areas can consider themselves fortunate. They have access to one of the best emergency medical services programs in the country, one that's an example of outstanding public-private sector collaboration.
The Emergency Medical Services Authority (EMSA) was established in Tulsa in 1977 as a public trust authority and later expanded to include Bixby, Jenks and Sand Springs. In 1990, service was again expanded to include the Oklahoma City metro area. The state's two biggest municipalities are the primary beneficiaries, but the program also serves 16 separate towns in the two metro areas. The Ross commissioners voted last night to give $62,000 to the Ross/West View Emergency Medical Services Authority.
Besides Ross and West View, the authority provides service for Millvale, Reserve and Ohio Township.

A cost analysis of Oklahoma City leaving the EMSA Trust to put ambulance services under the city fire department's management suggests a nearly even financial trade-off, but a thin margin of error could prove to be expensive.
And the analysis by the Public Financial Management Inc. consulting firm also assumes Tulsa and other Emergency Medical Services Authority Trust members across the state would agree to the dissolution of the service structure as it now stands. A no vote could drive up costs even higher if Oklahoma City lost its capital investment by pulling out without full support of the group.

A state audit has concluded that Clark County Fire District 5 is operating outside its statutory authority by offering a range of safety programs to public employees at its Northwest Regional Training Center in Orchards.
Several classes offered by the training center extend beyond the authority of the District to provide fire suppression, prevention, emergency medical services and protection of life and property, the audit found.

LONG BEACH - Three state disaster preparedness programs will be launched by June 30, the director of the California Emergency Medical Services Authority said on Monday.
The programs involve a registry for volunteer medical personnel, mobile hospitals and "strike teams" for disaster zones, Dr. Cesar Aristeiguieta said.
