The final rule adds a conforming provision in the regulations that govern licenses, certifications, and approvals for new nuclear power plants. This is in response to Steve Sovaiko's letter, "Carson needs new procedures," in the March 8 Gazette. While, as a neighbor to the installation, Sovaiko's concerns are valid, Fort Carson has many wildland fire mitigation practices in place. Additionally, the decision to allow training to continue during periods of drought is not made without deep consideration of the safety of those on the installation as well as off.
The largest mitigation of wildland fire is the use of prescribed fire. Since 1986, Fort Carson has used prescribed fire extensively to control the accumulation of hazardous fuel loads.
