Virginia will eliminate an annual registration fee assessed on small businesses that participate in the state's electronic procurement system, removing a barrier that deterred some vendors from doing business with state government.
The Department of General Services announced its decision Monday following the release of a General Assembly audit of the state's electronic procurement system, known as eVA. The report by the Joint Legislative Audit and Review Commission found that fees assessed on vendors and state agencies surpassed the program's operating costs. In addition, some small businesses complained that a $25 annual registration fee amounted to a tax for doing business with state agencies.

This article examines the development of the Internet and electronic procurement or e-procurement in American state governments. I am interested in discerning the extent of adoption of e-procurement, especially as it relates to the use of the Internet in the procurement function. Specifically, e-procurement is examined with data from a national survey of state procurement officers. The first part of this article demonstrates an e-government growth model as a way of modeling the development of e-procurement. This study assesses and compares business training attitudes of female African American and Caucasian small business owners. The growth in entrepreneurs hip by African American women requires a better understanding of their professional development needs. Results reported here indicate that African American females place greater importance on business training than their Caucasian counterparts. This is consistent with previous studies which have shown that minority small business owners tend to assign higher importance ratings to business training than Caucasian business owners.
