WASHINGTON - More than 32 mostly coal-fired power plants in a dozen states will be forced to shut down and an additional 36 might have to close because of new federal air pollution regulations, according to an Associated Press survey.

PORTLAND (AP) - Maine utility regulators said Tuesday they have withdrawn from settlement talks for a proposed electric rate plan for New England, saying they cannot accept increases that would give energy companies an unjustified windfall.

While it has to bear a fair amount of the blame for the expanding costs through an unmotivated search for lower rates from suppliers, it is not the primary culprit. Our legislature created the real mess by abandoning regulation for a "competitive" structure, leaving us to the mercy of companies not subject to any control by the state Department of Public Utility Control. It was thought multiple companies would jump at the chance to supply electricity. It was assumed this would bring lower rates through competition. The legislature proved it was unfamiliar with the history of robber-baron economics.
