BUDGET 2005 announced the plan to introduce a Goods & Services Tax (GST) (or Value Added Tax in some jurisdictions) in Malaysia in January 2007 to replace the current sales tax and service tax structure. The objective is to have a GST which is comprehensive in scope, ie, covering a wide or broad base of goods and services, and effectively implemented so that there would be a stable source of national revenue. It is well documented that a GST can be an effective form of indirect tax. However, the key to effective tax is adequate educational programmes and effective administration, ie, effective private and public sector partnering.
