The motto of the Hong Kong Correctional Services Department (CSD) is to "Support Rehabilitative Offenders for a More Inclusive Society". The Hong Kong CSD has developed a correctional system which has placed increasing emphasis on correction and rehabilitation of offenders over the years. This paper describes the efforts of the Hong Kong CSD in the rehabilitation of young offenders through its Rehabilitation Division that comprises five units: (1) Rehabilitation Units (Assessment and Program), (2) Education Unit, (3) Vocational Training Unit, (4) Psychological Services Section, and (5) Rehabilitation Unit (Supervision). Among many teachers at Case High School in Mount Pleasant, Kurtiss Arneson was known as a troublemaker. After he was expelled during his sophomore year, his reputation just got worse.
That earned him a short stint in the Racine County Juvenile Detention Center and more than a month on house arrest. But then he entered the Transitional Education Program, or TEP, a small high school for Racine-area teens who have broken the law and served their time.

Chicago, IL-based Safer Foundation has launched an initiative called Youth Empowerment Program aimed at teaching juvenile parolees and probationers how to succeed in learning and rediscover their interest in education. One significant component of the program is an awareness of the personality characteristics of young offenders. Juvenile parolees are encouraged to try their best in the classroom without denying their unfortunate experiences. The Safer Foundation program has resulted in significant outcomes in terms of academic achievement, recidivism and transition to employment for participants.

Juvenile offenders, particularly those with disabilities, are at high risk for school failure and diminished educational, employment, and social opportunities that contribute to continued social maladjustment as adults.
