PORT-AU-PRINCE, Haiti | Charismatic pop star-turned-president Michel Martelly took over Haiti on Saturday, promising to rebuild its earthquake-devastated capital and develop the long-neglected countryside. Martelly was sworn in during a power outage in front of dignitaries including former U.S. President Bill Clinton, the U.N.'s special envoy to Haiti, and Edmond Mulet, head of the U.N. mission in Haiti.

The death toll estimate in Haiti's January earthquake has risen to nearly 300,000. Another 300,000 Haitians suffered crippling injuries. About 1.5 million were left homeless - and nearly all of them remain huddled in tents, dependent on food relief for survival. About 300 dump trucks remove rubble daily - but engineers say it would require 1,000 trucks four years to clear the debris.

PORT-AU-PRINCE, Haiti - Haiti's government and U.N. peacekeepers will launch a major campaign seeking to persuade hundreds of gangsters to disarm with promises of money, food and job training, but top gang leaders will not be eligible, the U.N. envoy said Monday.
In an exclusive interview with The Associated Press, special U.N. envoy Edmond Mulet said officials would begin airing radio and television ads in coming days to inform the public about the disarmament plan.
