This study investigates the role of small business development (SBD) in transitional economies of Commonwealth Independent States (CIS) and makes economic and financial recommendations for international policymakers. A range of current SBD research that examined entrepreneurship from an economic perspective was reviewed. An economic research paradigm was developed to provide a macro view of CIS countries and then it was applied to Kazakhstan in Central Asia. In general, factors that enhance SBD include improving institutional environments, increasing credit availability and promoting competition. Privatization has increased political corruption in the former Soviet Union and the former communist countries of Central and Eastern Europe. The degree of corruption in those countries, however, is probably less than would have occurred without privatization. Certain privatization techniques, such as the liquidation of assets and mass privatization based on vouchers, seem to limit corruption, while others, such as management-employee buyouts and spontaneous privatization, apparently foster it. These economies all require further privatization. Speedy, comprehensive methods will probably prove less corrupt.
