  • A federal hearing began in Baltimore yesterday for the last leg of a decade-long lawsuit to desegregate public housing in that city. U.S. District Judge Marvin J. Garbis ruled last year that the U.S. Department of Housing and Urban Development had violated the Fair Housing Act by not taking a regional approach to desegregation in the six years prior to a lawsuit being filed in 1995. He cleared the city and its housing authority from liability. Plaintiffs in the class action, represented by six black tenants of public housing, are now asking Garbis to implement a remedy that would make available 6,750 housing units in communities of opportunity, mostly in the Baltimore suburbs.
