Through this notice of proposed rulemaking (``NPRM''), the Economic Development Administration (``EDA''), U.S. Department of Commerce (``DOC''), proposes and requests comments on updates to the agency's regulations implementing the Public Works and Economic Development Act of 1965, as amended (``PWEDA''). On February 1, 2011, EDA published a notice requesting comments on improving the regulations. A 70-day public comment period followed from February 1, 2011 through April 11, 2011, during which EDA received approximately 170 comments. In addition, EDA conducted an internal review of its regulations. The long-term viability of regional common markets, such as the EU, will depend on whether the income, investment, and technology gaps that exist between rich and poor members of such unions can be narrowed. This article argues that foreign direct investment (FDI), supported by a rational industrial policy, can play a major role in promoting economic development within an integrated regional market, while reducing inequities within the community. The success of Ireland in attracting inward FDI with the support of EU industrial policy is cited as a positive example in this regard.

In a managerial context, most research almost exclusively focuses on the individual leader and leadership processes in a typical organization with paid employees. Given this contextual nature of leadership, valuable insights into leader effectiveness can be developed through research in varied contexts. One such context is economic development (ED). Using the case of the new stadiums for the FIFA World Cup 2006 in Germany, this paper is the first multivariate work that examines the potential income and employment effects of new stadiums outside of the USA. This study is also the first work on this topic that conducts tests on the basis of a (serial correlation consistent) Difference-in-Difference model with level and trends. As a robustness check, we use the "ignoring time series information" model in a form that is modified for non-synchronous interventions. We were not able to identify income or employment effects of the construction of new stadiums for the FIFA World Cup 2006, which are significantly different from zero.
