On December 15, 2011, the Department of Commerce (``Department'') published the Preliminary Determination of sales at less than fair value (``LTFV'') in the antidumping investigation of high pressure steel cylinders from the People's Republic of China (``PRC'').\1\ The period of investigation (``POI'') is October 1, 2010, through March 31, 2011. Based on its analysis of the comments received, the Department has made changes to its Preliminary Determination.
