After seeing impressive reductions in total traffic fatalities and those involving impaired driving in the late 1980's and early 1990's, data indicate that in the US most states have continued to make only nominal gains, and others are losing ground in their battle to eliminate deaths and injuries caused by impaired drivers. According to the National Highway Traffic Safety Administration, in the US in 2005 there were 16,885 alcohol-related fatalities, 39 percent of the total traffic fatalities for the entire year. Mention the words "tougher DUI laws" around members of the Cheyenne City Council and watch them scurry for cover. This is the same governing body that last year cracked down on teen-age drinking parties. Now that was impressive. But not a single member has spoken out in favor of following the lead of the city of Laramie and getting tough on drunken driving. Fortunately for the City Council, state lawmakers finally did their job on part of the problem. Come Friday, drivers in Wyoming will no longer be able to refuse to take a chemical test if they are suspected of drunken driving. Laramie closed that loophole last year - which allowed drunks to avoid DUI charges by refusing to take a test - when it put its crackdown in place. Legislators followed suit.
