Sen. John Edwards on Monday offered the most detailed description yet of how a Kerry administration would support the promising young field of embryonic stem cell research, while 700 miles away, first lady Laura Bush defended on ethical grounds her husband's more restrictive research policy. The dueling comments came on the third anniversary of President Bush's televised address announcing a funding policy for the controversial research, which relies on human embryos as sources of cells.
Norms produced by the state may be more efficient than the informal norms produced by tightly knit social groups. Moreover, deficiencies in group norms can be corrected by the government. Recent work in law and economics has drawn attention to the efficiency of social norms, but they are not necessarily more efficient than state-produced rules.
