Back when he was in New York University film school, Todd Phillips used to watch "Putney Swope," the 1969 biting satire about a token black man on the executive board of an advertising firm who is accidentally put in charge. The film, which among other things skewers Hollywood's portrayal of race, was directed by Robert Downey Sr.
Now Phillips has directed Downey's son - Robert Downey Jr. - in "Due Date," his follow-up to last's year hit "The Hangover," the highest-grossing R-rated comedy of all time, taking in $467 million worldwide.

This final rule amends the Department of Veterans Affairs (VA) regulations concerning the calendar date by which VA must receive an initial application for a State Home Construction Grant in order for the application to be included on the priority list for the award of grants during the next fiscal year. We require that initial application materials must be received by VA no later than April 15, instead of August 15, of the year before the fiscal year in which the application would be considered for inclusion on the priority list for the award of grants. We require certification of State matching funds to be submitted no later than August 1, instead of August 15, in order for the project to be placed in priority group 1 of the priority list for the next fiscal year. Final regulations for valuing gas produced from Indian leases, published August 10, 1999, require the Office of Natural Resources Revenue (ONRR) to determine major portion prices and notify industry by publishing the prices in the Federal Register. The regulations also require ONRR to publish a due date for industry to pay additional royalties based on the major portion prices. This notice provides major portion prices for the 12 months of calendar year 2010.

Providing some relief to stressed-out estate planning attorneys and tax practitioners, the Internal Revenue Service announced Sept. 13 that estates of 2010 decedents will have a longer time to file forms to exempt out of the estate tax and may be able to receive a filing extension.
In August, the IRS issued a Notice and Revenue Procedure for 2010 estates seeking to exempt out of the tax.

Last year [the delay] was philosophical differences" on whether to incorporate broad-based taxes or cuts, [Jay Costa] says. This year, "There's no real reason that we can't sit down and hammer out a budget by June 30."
