NMFS received an application from Shell Offshore Inc. (Shell) for an Incidental Harassment Authorization (IHA) to take marine mammals, by harassment, incidental to offshore exploration drilling on Outer Continental Shelf (OCS) leases in the Beaufort Sea, Alaska. Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to Shell to take, by Level B harassment only, eight species of marine mammals during the specified activity.

Pursuant to the Marine Mammal Protection Act (MMPA), NMFS is requesting comments on its proposal to issue an IHA to Shell to take, by Level B harassment only, 12 species of marine mammals during the specified activity.

Now that the state Department of Environmental Conservation has issued recommendations that could lead to widespread use of a controversial method of natural gas called hydraulic fracturing, we join with Assembly Speaker Sheldon Silver, D- Manhattan, in issuing a cautionary note.
Silver called the idea of ending the moratorium on such gas premature. While we're still not ready to say whether hydraulic fracturing, or "fracking," is good or bad for the state, it makes sense to gather all the data before opening that door.
