A central tenet of the 2003 Jobs and Growth Tax Relief Reconciliation Act is the reduction in the "double taxation" of corporate income through a reduced rate on dividend income. While the law marks a dramatic shift in the U.S. tax system (where efforts over the last three decades to eliminate double taxation have consistently failed), it falls well short of the reforms in other industrialized countries and deviates substantially from the U.S. Treasury "Blue Book" proposals for reform released in February 2003. The imputation system approach to double taxation is well tested. Although it introduces some complexity, it measures up well under traditional tax policy evaluation criteria. In contrast, the 2003 Tax Act represents a partial solution to the problem and one that appeal's to be ...

ALTHOUGH a company is a separate legal entity, it is composed of shareholders who are entitled to the income of the company in the form of dividends or other forms of distribution. If the profits of a company are taxed without recognising the fact that the profits ultimately reach the hands of shareholders, then there is double taxation on the same income: once at the corporate level and again in the hands of shareholders where dividends are subjected to income tax. However, if a company is considered to be only an intermediate organisation whereby profits are channelled to the shareholders, then a company would escape tax completely and income tax would be raised on shareholders in respect of their share of com-pany profits. This would, however, mean that the shareholders would be asse...

RISING GAS prices and our dependence on foreign oil have affected not only me but almost every other American who works hard. I still remember how, in the early 1990s, regular unleaded was 99 cents per gallon. On Wednesday, I heard that the former president of Shell, John Hofmeister, is predicting $5 per gallon by 2012. The primary reasons are U.S. restrictions on drilling and the corresponding dependence on foreign oil. This past summer's oil disaster in the Gulf Coast was used as a reason why restrictions are unlikely to be lifted.

While the relationship between ideas and social movements is highly interactive, the absence of a "common sense" understanding of the basics of the Keynesian social contract that underpinned the prosperity of 1947-1973 means that public opinion can be readily manipulated by corporate ideologists and neo-liberal politicians. That arrangement showed that progressive taxation and high-quality public goods, combined with government regulation of corporate excesses (particularly in the financial sector) played an essential role in creating a well-educated and healthy society. But today most Americans believe the neo-liberal common sense (as in the Gramscian conception of "hegemony") that global capitalist competition demands the endless pursuit of lower wages, shrunken social services, and t...
