This summer, if you are willing to fly, you may find a better deal in the Caribbean or even Hawaii than in traditional beach resort towns like Newport, R.I., or Cape Cod, Mass. In fact, when Travelocity named summer's Top 10 family destinations, after Orlando, they included Cancun and Puerta Vallerta, the Hawaiian Islands, the Bahamas, Turks & Caicos and the Dominican Republic.
Travelocity spokesman Genevieve Brown says rates can be as much 50 percent less than last winter. "And that doesn't even include value adds like upgrades and resort credits," she said, noting that the Caribbean has some of the most aggressive offers.

Vacations to the Caribbean and Florida are always sharply reduced in price for the autumn months, but this year those rates have nearly collapsed. After last year's brutal hurricane season, travelers are even more wary of traveling, reinforcing the normal disinclination to travel in the tropics from September through November.
Nothing else can explain the $495 price for an all-inclusive (all meals, drinks and activities), six-night vacation in the Dominican Republic from New York, currently offered by industry leader Liberty Travel (libertytravel .com) from Sept. 1 through Dec. 14, the height of the storm season. Since that price includes round-trip airfare, the amount allocated for six nights' lodging and 18 meals at the hotel has to be small indeed.

Thirty-six economies made it easier to pay taxes in 2007/08. As in previous years, the most popular reform feature was reducing the profit tax rate, done in no fewer than 21 economies. The second most popular was introducing and improving electronic filing and payment systems. This reform, done in 12 economies, reduced the frequency of payments and the time spent and filing returns. Eight economies reduced the number of taxes paid by businesses by eliminating smaller taxes such as stamp duties. The top 10 reformers for this year reduced the number of payments by almost half. Bosnia and Herzegovina, Bulgaria, Morocco, Mozambique and Zambia revised their tax codes (table 8.2).
