This case engages students on a number of issues common to doing business in other countries, specifically in the Middle East. It is intended to be a basis for class discussion rather than to illustrate either effective or ineffective handling of the situation. The case seeks to integrate issues of international management and cross-cultural conflict and negotiation. Students are challenged to diagnose a cross-culturally sensitive situation and develop solutions in a team environment under limiting time restraints. This case is also designed to help students understand the cultural aspects of a situation and how different solutions could have major consequences on the bottom line of a company.
The Doing Business project encompasses 2 types of data. The first come from readings of laws and regulations. The second are time and motion indicators that measure the efficiency in achieving a regulatory goal (such as granting the legal identity of a business). Within the time and motion indicators, cost estimates are recorded from officiai fee schedules where applicable. Here, Doing Business builds on Hernando de Soto's pioneering work in applying the time and motion approach first used by Frederick Taylor to revolutionize the production ofthe Model T Ford. The minority development partnership that has co-headed the $1.8 billion redevelopment in East Baltimore has been barred from doing business in Maryland by the State Department of Assessments and Taxation because of unpaid taxes. Baltimore City Circuit Court records show that four of the seven members of the Presidential Partners-New East Baltimore Partnership LLC -- Ronald H. Lipscomb, Dean S. Harrison, Owen M. Tonkins III and Brian D. Morris -- owe a total of $809,582.68 in state and federal taxes.
