BIRMINGHAM, Ala. - The messages came in a fast and furious onslaught: a series of massively powerful tornadoes were ripping across Alabama and other parts of the South. On the receiving end of frantic descriptions of entire neighborhoods wiped out by last week's pulverizing storms that killed 328, Federal Emergency Management Agency administrator Craig Fugate urged President Barack Obama to immediately sign an emergency disaster declaration for Alabama.
Pursuant to the Flood Disaster Protection Act of 1973, the Federal Emergency Management Agency (FEMA), via the Federal Insurance Administrator, must publish flood elevation determinations for comment in the Federal Register. Currently, FEMA publishes base flood elevation (BFE) determinations for Flood Insurance Studies (FISs, also referred to as flood studies) as proposed and final rules, and Letters of Map Revision (LOMRs) that include changes to the technical content of a Flood Insurance Rate Map (FIRM) or FIS as interim and final rules. WASHINGTON, May 25, 2011 /PRNewswire-USNewswire/ -- Yesterday, the House Appropriations Committee approved the FY12 Homeland Security Appropriations bill. As part of the Homeland Security bill, the Committee passed an amendment to add $1 billion in funding for the Federal Emergency Management Agency's (FEMA) disaster relief fund, offset by reducing funding from the Advanced Vehicles Manufacturing (ATVM) Loan Program at the Department of Energy.
Two additional Federal Emergency Management Agency Disaster Recovery Centers will open Thursday in East Haven and Guilford, the governor's office announced Tuesday. The centers are intended to assist homeowners and businesses affected by Hurricane-turned-Tropical Storm Irene. The centers will be at the East Haven Beach House, 160 Cosey Beach Ave., and the Guilford Police Department Community Room, 400 Church St.
To save taxpayers and Memphis Light, Gas and Water Division customers from paying a large part of the bill for cleaning up after Tuesday's storm, local officials hope President Barack Obama will declare the damage a federal disaster. Under a presidential disaster declaration, the Federal Emergency Management Agency can offer public assistance grants that would reimburse 75 percent of the costs borne by state and local governments and utilities.
