ON SUNDAY President Obama will visit Paterson, a city ravaged by Hurricane Irene. With its bridges washed out and thousands of residents displaced or stranded by flooding, the city stands out in a region hit hard by the storm. Paterson needs Obama, and it needs the federal money made available by the president's declaration that parts of New Jersey are a major disaster area.
