A growing number of companies are opening up their direct investment programs to non-shareholders. Although selling stock directly to the public has always been theoretically possible, it was not a particularly popular option in the past because the SEC filing and approval process stretched from 12 months to two years to complete. This all changed when the SEC issued a new set of guidelines in Dec. 1994 that shortened this period to just between three to five weeks. Open availability offers benefit both the issuing companies and individual investors. For investors, this option means freedom from the task of monitoring stock certificates and the ability to sell shares through the telephone.
