• Assad Issues Decree to Establish Full Diplomatic Relations with Lebanon

BEIRUT - Syrian President Bashar Assad issued a presidential decree on Tuesday ordering the establishment of diplomatic relations between Syria and Lebanon and announcing the opening of an embassy-level diplomatic mission in Beirut, according to the official Syrian Arab News Agency. Presidential Decree Number 358 declared that "diplomatic relations are established between the Syrian Arab Republic and the Lebanese Republic" and "a diplomatic mission of embassy level is created in the capital of the Lebanese Republic. Assad's decree was also applauded by a Lebanese Christian leader who has been a longtime critic of Syria's role in Lebanon. TEHRAN, Iran - Hard-line Iranian students stormed British diplomatic sites in Tehran on Tuesday, bringing down the Union Jack flag, burning an embassy vehicle and throwing documents from windows in scenes reminiscent of the seizing of the U.S. Embassy compound in 1979. In June 2006, the US restored full diplomatic relations with Libya and removed it from the State Department's list of terrorism sponsors, ending decades of tense relations and US-imposed sanctions. This new rapprochement is a turning point in US foreign policy, and while there are risks of further fueling Islamic resentment and deepening Libyan autocracy, the benefits of a partner in the war on terror and of a public diplomacy coup greatly outweigh the costs. Since the restoration of diplomatic relations, US oil companies have begun moving into Libya to capitalize on the ninth largest oil reserve in the world. Furthermore, Libya's strategic location at the juncture of the Middle East and North Africa makes Libya a crucial ally in the war on terror.

North Korea's top nuclear negotiator was on his way to the United States yesterday for talks on issues that a State Department official said would include the first steps toward the normalization of diplomatic relations. The trip, which coincides with the first high-level talks between North Korea and South Korea in more than four months, reflects the rapid easing of tensions with President Kim Jong-il's regime since North Korea agreed this month to freeze its nuclear program in exchange for heavy fuel oil and other concessions.

• Chad Breaks Off Diplomatic Relations with Sudan Following Deadly Attack

N'DJAMENA, Chad - Chad's president broke off relations with neighboring Sudan, threatened to expel 200,000 refugees from Darfur and paraded more than 250 captured rebels through the streets of the capital Friday after a violent attempt to overthrow him. The refugees could become casualties in a growing war of accusations between the governments of Chad and Sudan. If forced to return to their homes in the western Sudanese region of Darfur, they would find almost no food or shelter and be instantly preyed upon by militias that roam the land with impunity.
