NAIROBI, Kenya -- The Ethiopian government, one of America's top allies in Africa, is forcing untrained civilians -- including doctors, teachers, office clerks and employees of development programs financed by the World Bank and United Nations -- to fight rebels in the desolate Ogaden region, according to Western officials, refugees and Ethiopian administrators who recently defected to avoid being conscripted.
Ethiopia has been struggling with the rebels for years. In its indicators on , Doing Business measures flexibility in the regulation of hiring, working hours and dismissal in a manner consistent with the conventions of the International Labour Organization (ILO). An economy can have the most flexible labor regulations as measured by Doing Business while ratifying and complying with all conventions directly relevant to the factors measured by Doing Business4 and with the ILO core labor standards. No economy can achieve a better score by failing to comply with these conventions.

We compare samples of textiles and garments producers across groups of countries to find that, in general, productivity is far lower in Sub-Saharan Africa than it is in India. Indian manufacturers in turn are significantly less productive than their counterparts in Morocco, while producers in some SSA countries do match or exceed the Indian standard. The paper assesses the importance of geography as a possible factor in these gaps compared to such possible causes as trade policy and the quality of public institutions. It turns out that both institutions and trade policy are strong influences on country productivity averages. However, geography is also as powerful an influence in as far as it affects access to export markets and to input supplies.
