FAIR LAWN -- The borough is challenging a Superior Court award of more than $815,000 to a police officer who was illegally required to do the work of a superior officer, claiming the judge overlooked a state endorsement of the borough's decision not to promote the officer. In effect, Judge Joseph Conte wrongfully allowed Sgt. Michael Messina to relitigate the state process, called a desk audit, said Thomas Hanrahan, an attorney who filed an appeal on the borough's behalf last week.
