I understand that it was 104 years ago this summer when Herbert Spencer Hadley, a Republican Attorney General then serving under a Democratic Governor, called for a national meeting in St. Louis to bring together all of the State Attorneys General. The discussions at the annual meetings have certainly changed over time, but one topic, one theme, has remained ubiquitous since the start: federal-state partnerships.
