When the final vote was tallied in the ornate state Senate chambers that day in 1975, the young, newly elected governor of California celebrated his first big legislative victory. Jerry Brown had urged the Legislature to repeal a tax break for the California oil industry known as the "depletion allowance" - a symbol of his left-of-center, environmentalist image - but the bill's fate was uncertain in the business-friendly Senate.

To the editor, Oklahoma mineral owners and the Oklahoma School Land Commission should both be concerned about the royalty payment problem relating to the information producers should supply to royalty owners about wells and royalty payments on check stubs. It would be impossible to calculate cost depletion allowance on gas and oil royalty payments without the barrels of oil produced and/or the thousand cubic feet from each well. After inheriting some producing minerals, our accountant used the barrels and MCF to calculate the depletion cost allowance. This information is listed on the check stubs.
